EN 13427-13432 — Harmonised Packaging Standards

ROLL Packaging applies the European harmonised standards EN 13427 to EN 13432 where relevant to its product categories. These standards provide a common technical framework for assessing the essential requirements applicable to packaging materials placed on the EU market.

What are harmonised packaging standards?

The EN 13427 to EN 13432 standards are a suite of six European harmonised standards developed by CEN (European Committee for Standardization) to support compliance with the EU legislation on packaging and packaging waste. They translate the high-level essential requirements of the legislation into specific technical procedures, test methods and conformity criteria.

Compliance with these standards is voluntary, but their application provides the manufacturer with a structured methodology to demonstrate conformity with the essential requirements applicable to packaging materials placed on the EU market.

EN 13427:2004

Requirements for the use of European Standards in the field of packaging and packaging waste

The overarching standard of the suite. EN 13427 defines how the other five standards (EN 13428-13432) are to be applied together to demonstrate compliance with the essential requirements of the EU packaging legislation.

ROLL application: EN 13427 is used as the master framework for the technical assessment of ROLL packaging products against the PPWR essential requirements.
EN 13428:2004

Prevention by source reduction

EN 13428 specifies the procedure for assessing whether the weight and volume of a packaging item have been minimised, while continuing to meet the necessary functional requirements (mechanical strength, hygiene, customer acceptance, product protection).

ROLL application: ROLL products are designed according to engineering principles aimed at minimising packaging weight and volume, while maintaining the load protection, handling and stacking performance required for industrial rolls and reels. Source reduction is verified through internal design procedures in accordance with EN 13428.
EN 13429:2004

Reuse

EN 13429 specifies the requirements for packaging to be classified as reusable, including the conditions of physical durability, ability to perform multiple use cycles in the supply chain, and feasibility of return logistics.

ROLL application: The majority of ROLL products — including all reusable roll cradle pallets, end plates, flanges, premium wedges (KU04 series) and metal rack stillages — are designed according to the principles of reusability set out in EN 13429, with the objective of enabling multiple use cycles throughout the supply chain. One-way products (KU10 series, designed as wood replacements for shipping) are explicitly identified as such in the product documentation.
EN 13430:2004

Requirements for packaging recoverable by material recycling

EN 13430 specifies the requirements for packaging to be recovered by material recycling, including criteria on the composition of the packaging material and on its compatibility with industrial recycling processes.

ROLL application: ROLL products manufactured from monomaterial polymers (HDPE, PP, LDPE) and from cardboard are designed to be compatible with the corresponding industrial recycling streams. Recycling codes from Commission Decision 97/129/EC are declared as structured product attributes in the online catalogue. Combo composite products (polyurea-coated EPS) are not recoverable by standard material recycling and are designed instead for maximum durability and reuse.

EN 13431:2004

Requirements for packaging recoverable in the form of energy recovery

EN 13431 specifies the requirements for packaging to be recoverable as energy through controlled combustion in waste-to-energy facilities, including the minimum lower calorific value of the packaging material.

ROLL application: Energy recovery is not the primary end-of-life pathway designed for ROLL products. ROLL prioritises reuse (EN 13429) and material recycling (EN 13430). EN 13431 remains marginally applicable to ROLL plastic products as a last-resort option in waste streams where material recycling is not technically feasible.

EN 13432:2000

Requirements for packaging recoverable through composting and biodegradation

EN 13432 specifies the requirements for packaging to be classified as compostable and biodegradable, including criteria on chemical composition, disintegration and biodegradation under industrial composting conditions.

ROLL application: ROLL products are not declared as compostable or biodegradable under EN 13432, unless otherwise specified for a specific product reference and supported by an applicable certification referenced in the product technical documentation. This position is consistent with Article 9 of Regulation (EU) 2025/40 (PPWR).
